When I fought to rewrite the Army Corps of Engineers operating manual for Lake Okeechobee, my goal was simple: stop toxic discharges into the St. Lucie River and our coastal estuaries. 

But the Corps left themselves a loophole called "recovery operations." Under that policy, they could flush water into our estuaries to grow freshwater seagrass in Lake Okeechobee, while destroying saltwater seagrass on our side of the levee. That's robbing Peter to pay Paul.

Toxic discharges are NEVER the answer. Year-round management of Lake Okeechobee must change and be accounted for.
